It's worse than a bad Uwe Boll film.
Terrible script, B grade effects that look like stop motion, not sure if it's bad acting or the script drags it down so much that it just looks bad.
I could write that same paragraph over and over because it sums up the movie perfectly.
Unfortunately I have to have a certain number of words.

What a load of rubbish.
Commentators who don't shut up and sound very much like the ones from the pod race in Star Wars. They over explain everything for the US audience who won't know much about F1 which is very annoying for the rest of the world.
Then you've got the cowboy american who rides in to save the day from the poor struggling European team. Where would the poor Europeans be without a yank to save the day.
And that's just the start of the way too many clichés that flood this movie.
The 3 score is because it was well filmed and looks pretty.

The cgi arrows were too much.
The camera was repeatedly too close.
The bad guys were too bad.
There was too much blood.
The acting was a bit too over the top.
Take it back a notch and it would have been a great show. As it is it's just too much to like.
I love a good gritty, dirty, actually there feeling it with them show such as The Revenant, but this didn't work for me. Even a sickly sweet Dances With Wolves was better than this.
If you want all these things and don't care too much about my list go for it. If you want something without the over the top film making this isn't for you.
